Where do "SEO Companies" learn how to do what they do?

I am a web designer and am learning about search engine optomization. My question isn't how to optomize a site…. it is - how do you learn what "SEO Companies" like the ones that claim they can get you to the top of google search or yahoo search know how to get a site to the top? They must learn how to do that somewhere………..or do they just buy like bulk rankings from yahoo or google and pay with a markup to you to make your site show up first?

Last week Google cached our site on Feb 9, 2009.
Today, their cached date is Feb 2, 2009.
The page that they now index is obsolete.
How can this happen?

Advertising Agencies or Ad. brokers for target audience?

I am looking for advertisement agencies which cater to South Asian population in USA. The advertisement agencies should be able to handle radio ads, banner ads and Internet radio ads.
I am looking for ad agencies or ad brokers who can get advertisements for a radio station.

If "Burning a CD" means to copy something onto it, why are there products advertising to help you do that?

It seems so simple. I looked up a few online guides and just made the copies. But I also found a truckload of programs (free and not free) to do this for you. Am I missing something?

Last week Google's cache info claimed they took a snapshot of our site on 9 Feb; today they're claiming a date of 2 Feb.
Not only are they going back in time but we also fell a bit in their listings.
How could this happen?
