What's the best prepaid cell phone/plan on the market today?

I'm looking to buy a cell phone, but I don't want to deal with the monthly fees incase I haven't even used the phone that whole month, or atleast not enough to pay the amount expected for that month.

So what's the best prepaid cell phone on the market today that's got a great "plan", and it's not to expensive? Perhaps $20-$50.
